In the wake of the federal district court decision this week holding that the Federal Reserve acted illegally in taking an equity stake in AIG, I've been reading law review articles that get into the bounds on the Fed's authority. Most footnotes provide supporting authority like statutes and case law, though quite a few cite more casual stuff like articles from WSJ, NYT, etc. for background information.

Dry, tinderbox stuff. But then I came across this law review article from William & Mary...

...when I come across this sentence, both colorful and sensible, quoting some authority, which sets forth what is essentially the professor's thesis:
