SYDNEY (MarketWatch) — European leaders on Friday unexpectedly announced a raft of measures designed to alleviate the worst of the current debt crisis gripping the region.

In the early hours of Friday morning after another marathon meeting, European Council President Herman van Rompuy outlined a proposal for a single supervisory mechanism for Europe’s banking system.
