NEW YORK—Goldman Sachs Group Inc., clobbered by turbulent markets and charges to settle the U.S. government's civil-fraud complaint, posted its lowest earnings since the peak of the financial crisis.

The investment bank reported that second-quarter profit slumped 82% from a year earlier, reflecting a pullback in risk-taking by clients worried about the global economy. Profit was also sideswiped by $1.15 billion in one-time charges to settle a Securities and Exchange Commission case and pay a British tax on bank bonuses.

For Goldman, the disappointing results top off a stunning chapter in the 141-year-old company's history.

Gomp and jts...for you guys...felony with a golf cart...

Two former Oregon State University football players and one current team member are facing felony charges of unauthorized use of a vehicle - an OSU golf cart.

Lyle Moevao, 23, Brennan Olander, 22, and Keaton Kristick, 21, were arraigned Wednesday afternoon in Benton County Circuit Court, where they all entered pleas of not guilty. Corvallis attorney John Rich is representing all three men.

Moevao is a former starting quarterback for the Beavers; Kristick is a former linebacker. Olander, a senior, is a defensive tackle. The three are accused of stealing a golf cart belonging to the OSU athletic department.

The black and orange cart was reported stolen March 14. At 3:54 a.m. on March 18, Oregon State Police found the cart, damaged, in a parking spot for the handicapped in the 2800 block of Southwest Western Boulevard.

Witnesses said they saw a man driving the cart earlier, and he had flipped it over.

For three months until last week, marijuana dealers had something they could only dream of before: the apparent stamp of approval of a federal agency.

On April 1, the U.S. Patent and Trademark Office created a new trademark category: "Processed plant matter for medicinal purposes, namely medical marijuana." The patent office, part of the Department of Commerce, posted the new category on its website.

The patent-office change set off a land rush by pot dealers in the 14 states where laws permit medical-marijuana sales. Some staked claims on rights to long-used names like Maui Wowie and Chronic. Others applied to trademark business names such as Budtrader and Pot-N. Two companies applied to trademark psychoactive sodas named Keef Cola and Canna Cola.

"It looked like a positive step to me. We don't have many steps by the federal government legitimizing medical cannabis," said Steve DeAngelo, executive director of the Harborside Health Center medical marijuana dispensary in Oakland, Calif., who hired an intellectual-property lawyer to trademark his company name before the patent office created the new trademark category.

The core message from the NABE report is that the recovery the organization saw in April died in July. The data begs the question, when taken with other similar signs from other private sector sources, of whether the economy can expand at all without government intervention to help the unemployed, keep interest rates low, and foster job creation. Elections in November will increase the rhetoric about deficit spending as an enemy to the nation’s long-term financial health.

HAGATNA, Guam — Authorities in the U.S. territory of Guam have turned away a ship after thousands of spiders overflowed from its cargo.

The Guam Department of Agriculture said hundreds of large spiders and thousands of smaller ones were seen when stevedores began offloading insulation and beams for housing units from the ship, the M.V. Altavia.

ATHENS, Greece — A Greek journalist was gunned down in a pre-dawn attack outside his home Monday by suspected members of a Greek terrorist group that had vowed to target the media, police said.

At least two attackers fired 16 shots at 37-year-old Sokratis Giolias, killing him instantly after luring him from his home Athens' eastern neighborhood of Ilioupoli, reportedly by telling him his car was being stolen.

OAKLAND, Calif. (AP) - After weathering the fear of federal prosecution and competition from drug cartels, California's medical marijuana growers see a new threat to their tenuous existence: the "Wal-Marting" of weed.

The Oakland City Council on Tuesday will look at licensing four production plants where pot would be grown, packaged and processed into items ranging from baked goods to body oil. Winning applicants would have to pay $211,000 in annual permit fees, carry $2 million worth of liability insurance and be prepared to devote up to 8 percent of gross sales to taxes.

SEOUL, South Korea — North Korea executed a former Cabinet official who was in charge of talks with South Korea, a news report said Tuesday, the latest reported death sentence for a North Korean official over policy failures.

Kwon Ho Ung – Pyongyang's chief delegate from 2004 to 2007 for high-level talks with the South's then liberal government – was executed by firing squad, Seoul's mass-circulation Dong-a Ilbo newspaper said, citing an unidentified source in Beijing knowledgeable about the North.
