Building codes are regulations designed to protect people from things that have occurred in the past that caused the codes to be created. All regulation comes about BECAUSE of wrongdoing to try to protect from future wrongdoing. Strong pushes to get rid of regulation often encourage wrongdoing since it is no longer "wrong", as was the case leading up to the 2008 financial crisis.
