"There's no such thing as an effective response. There's never been an effective response -- ever -- where more than 10 or 20 percent of the oil is ever recovered from the water.

How about fishermen being "asked" to sign waivers that put the full responsibility for toxins found in the catch on the fishermen themselves?

That is true, it is cheaper to make commercials saying it is clean and people fall for it every time, just as they did with the Exxon Valdez.
